The Payroll Analyst is responsible for a variety of technical and confidential duties related to the processing and administration of employee payroll; ensuring that employees are paid accurately and on time, as well as ensuring District compliance with applicable laws, guidelines, and mandates; and preparing, processing, maintaining, and ensuring the accuracy of a variety of employee information, records, and reports.

Qualifications:
- Resolve issues and discrepancies, and provide technical information on transactions, documents, rules and procedures that are related to the inquiry.
- Communicate with business users to find out and explain their business needs, turn those needs into system functions, and offer suggestions to make sure the system works as well as possible.
- Conduct regular audits of employee absence records to ensure that all pertinent information is accurate and in line with company policy and practice. Follow through with improvements if they’re required to guarantee data conformity in reporting and systems.
- Maintain a range of intricate and secret accounting and bookkeeping records relating salary payments and deductions. Perform a number of technical and confidential tasks linked to the processing and administration of employee payroll.
- Compute and generate salary and benefit cost predictions for budgeting and collective bargaining; record accurate payroll expenditure balances for budgeting; keep a detailed control sheet for each payroll cycle.
- Prepare and print paychecks for all District employees, including deductions for taxes, social security, unemployment insurance, and retirement. Update the employee records for the whole district for taxes, benefits, organization dues, credit unions, and other authorized deductions. Charges and other changes need to be calculated and handled.
- Requests from both internal and external customers including state and federal authorities are handled by this position. Prepare ADHOC reconciliations, reports, and offer correct information.. Conduct monthly, quarterly, and annual closing payroll reports; before delivering to internal/external customers (excluding EDD, IRS, vendors, auditors, CSMC management, etc.), administer quality review; analyze transactions; resolve discrepancies; and provide key observations and/or recommendations as necessary.
- Benefits and Pay Employee terminations, excess pay forms and overpayment/underpayment assessments are all HR responsibilities that need to be handled.
- Responsible for the organization’s biweekly payroll runs, including initiating, monitoring, processing, and auditing. Before going on to the next phase in the processing, set up each task, audit the outcomes, and examine the mistakes to identify remedial action and balance.
- It is important to keep track of the status changes that occur when employees are promoted, degraded, or become full-time or part-time employees so that adjustments may be made to their compensation plans.
Skills:
- Knowing how to process payroll from logging hours to making the last payroll tax deposit, You must know how to use automated payroll systems, and knowing SAP is strongly preferred.
- Level 2 needs 3+ years of similar analytical and reporting expertise, including garnishment processing, while Level 3 requires 5+ years.
- It’s best if you’ve worked with time-reporting systems and processes before. Experience with union contracts is preferred but not essential. Excellent interpersonal and customer service skills, as well as verbal and written communication talents.
- A bachelor’s degree in accounting or business, or an equivalent combination of education and experience that would include the majority of the requirements listed below, is required. Alternatively, the majority of the requirements could be met through an equivalent combination of education and experience.
- Workday experience in an analytical role of at least two to four years is required; expertise of the following Workday modules is preferred: Payroll, benefits, wages, bonuses, and other kinds of payment are all discussed in Human Capital Management (HCM).
