Job Description
The Payroll Analyst is responsible for a variety of technical and confidential duties related to the processing and administration of employee payroll; ensuring that employees are paid accurately and on time, as well as ensuring District compliance with applicable laws, guidelines, and mandates; and preparing, processing, maintaining, and ensuring the accuracy of a variety of employee information, records, and reports.

Qualifications:
- Prepare and print payroll for all District workers, including tax, social security, unemployment insurance, and retirement withholdings. Update personnel records throughout the district as needed for taxes, benefits, organization dues, credit unions, and other allowed deductions. Calculate and process levy amounts, as well as make any necessary modifications.
- Assume the role of a technical resource for District employees and other individuals in regard to payroll functions; respond to inquiries; resolve issues, conflicts, and discrepancies; and provide technical information concerning related transactions, records, laws, regulations, policies, and procedures.
- Employee status changes are noted in the system to identify whether modifications are required when workers are transferred, promoted, demoted, or become full-time or part-time.
- Predict the cost of salaries and benefits for budgeting and negotiations; A thorough control sheet for each payroll cycle is essential for budgetary purposes.
- Participated in a wide range of tasks related to processing and managing employee pay, such as keeping complicated and private accounting and bookkeeping records.
- The person in this position is in charge of making sure that the organization’s payroll is done every two weeks. Before moving on to the next step in the process, make each task, check the results, and fix any problems.
- Communicate with business users to find out and clarify their needs, then translate those needs into system functionality using best practices and making suggestions to make sure the system works as well as possible.
- Monitoring and auditing employee data in areas of Absence Management Plans to ensure data accuracy and compliance with policy and procedure requirements. Determine if changes are required and implement them to guarantee data compliance within reporting/systems.
- Resolve questions and concerns from customers, both internal and external, including state and federal authorities. Reconcile and report on ADHOC data, and provide correct information. Conduct monthly, quarterly, and annual closing payroll reports; before delivering to internal/external customers (excluding EDD, IRS, vendors, auditors, CSMC management, etc.), administer quality review; analyze transactions; resolve discrepancies; and make key observations and/or recommendations as needed…. Resolve questions and concerns from customers, both internal and external. Reconcile and report on ADHOC data. Conduct monthly, quarterly, and annual closing payroll reports; before delivering to internal/external customers (excluding EDD, IRS, vendors, auditors, CSMC management, etc.), administer quality review; analyze transactions; resolve discrepancies; and provide key observations and/or recommendations as required.
- Contract wages and benefits. Direct engagement from HR personnel is required for the following tasks: processing of termination lump sum payments, employee termination eforms, excess pay eforms, and overpayment/underpayment analysis and resolution
Skills:
- A bachelor’s degree in accounting or business, or an equivalent combination of education and experience that would include the majority of the requirements listed below, is required. Alternatively, the majority of the requirements could be met through an equivalent combination of education and experience.
- Level 2 requires three years of relevant experience, while Level 3 requires five years of relevant experience, including garnishment processing.
- payroll processing from time entry to final payroll tax payments Ability to work with SAP and experience with computerized payroll systems are also needed qualifications.
- Preferable is familiarity with time-reporting systems and procedures. Preference is given to those who have worked with union contracts in the past. Excellent writing and verbal communication abilities, as well as the ability to work well with others and provide excellent customer service.
